EVALUASI ELEMEN JALUR UTAMA DAN FASILITAS PEDESTRIAN SEPANJANG JALAN ENGKU PUTRI, BATAM KOTA

Penelitian ini mengevaluasi kondisi fisik dan fungsional trotoar di sepanjang Jalan Engku Putri, Batam Kota, terhadap standar teknis nasional untuk fasilitas pejalan kaki (Permen PUPR No.03/PRT/M/2014). Dengan pendekatan studi kasus kualitatif deskriptif merujuk pada Yin (2014), observasi dan pengukuran lapangan dilakukan pada 27 Juni 2026 di segmen Jalan Engku Putri Utara, Kelurahan Teluk Tering. Hasil penelitian menunjukkan bahwa lebar trotoar (± 3,0-3,5 m), guiding block, pohon peneduh, dan pencahayaan jalan telah memenuhi standar minimum nasional. Namun, masih ditemukan permasalahan fungsional, yaitu parkir liar sepeda motor di jalur pedestrian, belum tersedianya fasilitas penyeberangan terstruktur di sekitar bundaran BP Batam, serta ramp aksesibel yang belum teridentifikasi, sehingga trotoar belum optimal melayani seluruh pengguna termasuk penyandang disabilitas. Penelitian ini merekomendasikan pemasangan bollard, penambahan jalur sepeda, penyediaan zebra cross beserta rambu dan marka, pembuatan ramp aksesibel sesuai Permen PU No. 30/PRT/M/2006, serta penegakan aturan parkir. Temuan ini memperkuat kerangka teori Jan Gehl, John J. Fruin, dan Ronald Mace yang menekankan bahwa kualitas infrastruktur pejalan kaki harus memadukan kenyamanan, keamanan, level of service, dan aksesibilitas universal.Downloads
