IMPLEMENTASI SISTEM PENGADUAN MASYARAKAT BERBASIS WEB UNTUK MENINGKATKAN PELAYANAN PUBLIK DI DESA NAMBO UDIK

Pelayanan publik yang efektif merupakan hak dasar masyarakat yang harus dipenuhi oleh pemerintah desa. Desa Nambo Udik masih menggunakan sistem pelaporan keluhan secara manual dari mulut ke mulut yang mengakibatkan lambatnya respon dan kesulitan dalam memprioritaskan penanganan masalah. Penelitian ini bertujuan untuk merancang dan mengimplementasikan Smart Complaint Management System (SCMS) berbasis web yang dapat meningkatkan efisiensi pengelolaan pengaduan masyarakat. Metode penelitian menggunakan pendekatan Research and Development (R&D) dengan model waterfall. Sistem dibangun menggunakan teknologi React untuk frontend, Supabase sebagai backend, dan TailwindCSS untuk styling. Fitur utama meliputi registrasi warga dengan NIK, pengajuan pengaduan dengan foto bukti, kategorisasi (Infrastruktur, Sosial, Kebersihan, Keamanan, Pelayanan Publik), prioritisasi (Tinggi, Sedang, Rendah), tracking status real-time (Pending, In Progress, Solved), dan sistem diskusi antara warga dan admin. Hasil pengujian black box menunjukkan bahwa seluruh fitur berfungsi dengan baik. Implementasi sistem berhasil mengurangi waktu respon rata-rata dari 7 hari menjadi 2 hari, meningkatkan transparansi, dan memperkuat kepercayaan masyarakat terhadap pemerintah desa.
