TATA KELOLA TEKNOLOGI INFORMASI PADA SEKTOR PENDIDIKAN DAN KESEHATAN: PENERAPAN FRAMEWORK COBIT 2019 UNTUK MENINGKATKAN EFEKTIVITAS LAYANAN PUBLIK

Transformasi digital telah menjadi pendorong utama dalam peningkatan kualitas layanan publik, termasuk di sektor pendidikan dan kesehatan. Namun, tanpa tata kelola teknologi informasi (TI) yang memadai, pemanfaatan teknologi dapat mengalami hambatan signifikan. Penelitian ini mengkaji penerapan framework COBIT 2019 dalam mengelola TI di institusi pendidikan dan fasilitas kesehatan. Dengan menggunakan pendekatan studi kasus dan analisis kualitatif, penelitian ini mengevaluasi tingkat kapabilitas tata kelola TI dan memberikan rekomendasi strategis. Hasilnya menunjukkan bahwa penerapan COBIT 2019 secara terstruktur mampu meningkatkan efektivitas layanan serta memperkuat fondasi transformasi digital yang berkelanjutan.
